وَإِذا دُعوا إِلَى اللَّهِ وَرَسولِهِ لِيَحكُمَ بَينَهُم إِذا فَريقٌ مِنهُم مُعرِضونَ

When they are called to God and His Messenger to judge among them, some of them hesitate.
